Highlights from the most recent meeting of Langham Parish Council
Tuesday September 17thth 2024 at Langham Village Hall
LPC meetings are held at Langham Village Hall. Langham residents are welcome to speak before the start of a Parish Council meeting about any items on the agenda and to observe the full meeting. Flooding: it was noted that last year the first flooding in Langham happened in October, and as the final Rutland County Council Report on flooding and plans for the future is still awaited, Councillors Catlin, Besant and Morriss are to meet to complete Langham village flood plan as soon as possible.
Riparian owners: it was noted that riparian owners are responsible not only for the maintaining and clearing of the relevant section of the brook so as to ensure water can flow freely, but also for the removal and disposal of all debris cleared from the brook.
Community Infrastructure Levy (CIL) update: LPC has about £8000 to spend from a levy on new houses built in the village, representing 25% of the CIL amount charged by RCC. If not spent by October, the money must be returned to RCC.
- Village sign: The creation and installation of a Village sign, as discussed at the recent Annual meeting, is considered an appropriate use of CIL funds and the intention is to use the current amount for this purpose. LPC are keen to involve both the local History Group and Langham Primary School in the design of the project, and to use a local manufacturer to produce the sign. The project is currently being researched, for decision at the October meeting.
- Wildflower verges: Councillors discussed a report from Councillor Besant on how best to progress the rewilding project, the results of which have so far been less than satisfactory. Discussion covered materials to be used (only native plant species) and mowing requirements. A final decision will be made at the October meeting.
- New road name sign for Mickley Lane: Councillors agreed the purchase and installation of a road name sign for Mickley Lane – an unadopted footpath (E149).
Speeding:
- Recent correspondence received from Rutland County Council confirms that no further action will be take with either of the Highway Corncerns raised by LPC (the speed limit on Burley Road, and the relocation of the SID on the A606 near the school).
- Parish Councillors recently attended a demonstration of AutoSpeedWatch equipment at Bainton near Stamford which collects information – speed, time, vehicle colour, number plate and Tax and MOT status - to a central server. The information is then verified manually, collated and reported to the police. However, the effectiveness of the scheme is hindered by lack of engagement/resource of other agencies. LPC, together with other villages in Rutland, are now actively working to try to change this situation whereby information is collected, but not used.
AutoSpeedWatch Cameras: LPC have made an application to the Police and Crime Commissioner Safety fund for Grant Funding for the purchase and installation of 2 solar powered autospeedwatch cameras.
RCC Local Plan-housing requirements: Rutland County Council is in the process of finalising its Local Plan which is due for publication early next year. A briefing for local councils was held in early September. RCC are hoping that their Plan and its current requirements for housing for Rutland will be passed before the advent of new Government housing policy which, it is understood, may potentially double Rutland’s requirement for house building. If the Plan is passed in time, it would delay the need to provide additional housing by several years, giving time for some very large potential sites to become available.
Persimmon 50 house development, Cold Overton Road: Persimmon Homes now own a 50-house section of the Cold Overton site – the remainder being owned by the original purchaser of the site, Langton Homes. Persimmon say they are planning a public consultation event for late October when details of their plans will be explained.
Long-serving Parish Councillor remembered: The recent death of Parish Councillor Gail Palmer was noted. Councillors expressed their gratitude for her dedication and long-service.
Remembrance Day – November 10th: A wreath will be ordered and Councillor Cunningham will attend the service on behalf of LPC.

New Planning Applications
2024/0804/LBA 48 Burley Road 144/2 - Change of use of barns to holiday let: LPC agrees with the conclusions of the Heritage/Design & Access Statement re Listed Building requirements, but reiterate the points made in our response to application 2024/0717/FUL: while the barns are in a poor state of repair and the proposed change of use/associated works seem an appropriate solution, we share the concern of RCC Highways re whether, if any garden space is planned, there will in fact be adequate turning space for 2 cars. Additionally, in the absence of more detailed plans, it is difficult to fully assess how the proposed building works/conversion will work in practice.
Recommend approval subject to the above.
2024/0258/FUL Land Adjacent to Ranksborough Farm, Melton Road: Change of use of agricultural land to B8 (storage) for the siting of 10 no. shipping storage containers (re-submission). -Further to our previous comments of 08.03.24 re this application, we still find aspects of this re-submission for change of use of agricultural land confusing/less than clear:
• We can find no record of a planning application for/approval of the current siting of the container units.
• How many are there? The application and most of the supporting documentation refer to 10 but the Usage of Units document clearly shows 15, several of them subdivided for multiple use.
• We understand that the current re-submission application concerns change of use for the re-siting of 10 containers. What happens to the remaining 5? Are two sites in fact intended, with 5 containers of the current site, and 10 on the proposed new site?
We note the comments in the HAS supporting document re access and the Cold Overton Road– but we also note that there is no mention of the effect of additional traffic resulting from the Langton Homes Cold Overton Road development, where permission for a considerable number of new houses has been granted, inevitably involving a large amount of extra traffic on a small rural road.
As stated previously, the containers should be sited single storey, not stacked on top of each 0ther, and existing trees surrounding the site(s) should be retained.
2024/0916/CAT Shearwater House, Melton Road: Beech Tree (A) - Crown Reduction to approximately 6-7 metres above ground level to mitigate & prevent encroachment on to house and outbuilding and to reduce light deprivation and encroachment in respect of neighbouring property.

2024/0870/CAT. 6 The Range: T1 Hornbeam - to be reduced by 3m, the tree is over 10m in height. T2 Hornbeam - reduce to 6m in height to allow for healthy regrowth.

2024/0928/FUL Sewage Treatment Works, Mickley Lane: Proposed installation of 1 no. new kiosk required to house Motor Control Centre (MCC) equipment within Severn Trent's existing operational Sewage Treatment Works site at Langham.
No objections.

Langham Allotments
The Langham Allotments are located between Burley Road, Langham Community Park and Munday's Close wildlife area. They are owned by Langham Parish Council but leased to Langham Gardeners Association (LGA) for a peppercorn rent. The day to day management of the allotments is conducted by LGA. Burial Ground Guidelines
- All Grave space to be left without kerbstones.
- Maintenance of the memorial is the responsibility of the grave owner. Langham Parish Council (LPC) contractors will maintain the lawn area and fencing.
- Single headstones can be erected but not to exceed 122cms (4 ft.) in height, a wooden cross may be placed at the head of grave as a temporary measure only.
- Headstone to be either black, white or natural stone.
- Text must be approved by Langham Parish Council.
- Pots only on headstones.
- Plants and shrubs should be potted only and not planted in the ground.
- Seasonal or anniversary memorabilia may be placed at the head of the grave plot or secured to the headstone with natural materials.
- The owner of the Exclusive Right of Burial (purchaser of the plot) is responsible for removing any memorabilia after a reasonable time. Langham Parish Council will remove items after two months as part of our routine maintenance works.
- Cremation plaques are not to exceed 46cms (18 inches) square and only in black, white or natural stone.

Due to the rural location rabbits will graze flowers and grass, this is something that LPC have no control over.
