2026/02 Parishioners’ representations

Carolyn Davies reported observations she has made of blockages along the brook and drainage issues which potentially contribute to the flood risk. All information has been reported to Rutland County Council. She expressed her frustration at the content of the RCC Section 19 flood report and lack of action to date. Ms Davies has arranged a meeting with the RCC Flood Officer. The Chairman confirmed that the proposal to place hay bales in the brook will be abandoned.

2026/03 Apologies and approval of absences

Apologies received from C. Cllr. Hemsley.

The absences of Cllr. Besant and Cllr. Long were approved.

2026/04 Declaration of member’s interests and consideration of dispensations.

None.

2026/05 To approve the minutes of the meeting held on 25th November 2025

The minutes were approved and signed by the Chairman.

2026/06 Matters arising from the minutes of the meeting held on 25th November 2025

The funding application made to Community Action Fund for Auto Speed Watch cameras was declined, due to the scheme not being supported by Rutland County Council Highways.

All other items carried forward or dealt with separately on the agenda.

2026/07 To co-opt a Parish Councillor

It was proposed that Stuart Pickering be co-opted as a Parish Councillor

2026/08 To review and assert the Code of Conduct

It was proposed that the adoption of the Code of Conduct be confirmed.

2026/09 Civility and Respect Pledge

It was proposed that the Civility and Respect Pledge be signed by all councillors.

Langham Parish Council’s Assurance Statement will be registered via NALC.

2026/10 Clerk’s report – for information only

1. Bollards, New Lane – the bollards installed on New Lane were reported to Rutland County Council (RCC) Highways as dangerous due to low visibility. The installation was not authorised by RCC, and they do not meet safety standards. RCC will arrange for the bollards to be removed.

2026/11 Correspondence

1. CiCLE Classic 26th April 2026 – route map and times circulated.

2. Repairs to allotment gate – the gate on to Burley Road requires some adjustment and will be inspected by Cllrs. Appleby and Catlin.

2026/12 Flooding

The Flood wardens were deployed on 16th December 2025. Run off from Ranksborough was causing flooding on Melton Road. Permission to close the road was obtained and signs were used to redirect traffic.  Additional signs and cones were provided by RCC, and an officer attended and extended the road closure area.

Flood plan to be approved and published imminently.

New SIM card to be fitted to water monitor, to improve connectivity, when safe to do so.

2026/13 CIL projects

1. Village sign – to be installed in next 2 months, currently with sign writers.

Fence/hedge at park – Cllr. Taylor reported that the hedge on the Burley Road side of the Community Park has, again, been broken. Cllr. Catlin agreed to inspect.

2025/1515/CAT          Brook Cottage 51 Church Street

T1, T2 and T3 Beech trees to be removed to ground level. The roots for these trees are damaging the dairy building as you will see in the report supplied.

We note that this application appears to replace a similar application from Grooms Cottage at the Old Hall for the removal of the same trees.   It did not have the benefit of a Report, we recommended refusal, and that application has since been withdrawn. The report now submitted with this application gives the trees, which we understand do not belong to the applicant, as a possible, but not the only cause of the damage to the dairy building – maintenance issues being equally probable.   We also note that the trees – and their roots – are situated at quite some distance from the dairy building, and large automated double gates and a wide tarmac/gravelled driveway have been installed between the trees and the building, subsequent to the planting of the trees.  Therefore, based on the evidence given, we cannot recommend the removal of three mature trees.

Recommend refusal.
